You must have previously fully enrolled to use OUPass. Here is the direct link to reset a forgotten password, with the steps to find this below

On MyOttawa
https://myottawa.ottawa.edu/ICS/ you can go to the OUHelp tab
Then scroll down and you will see Password Reset on the right side of the Password Updates section.
If you go to that link at it takes you here, click Can't access your account
Then click here
Once you are at this screen, enter your username as firstname.lastname and the captcha, then answer your security questions and follow the prompts.
Once you receive a password changed successful message, it may take up to 35 minutes to update. Reach out to OUIT at OUHelp@ottawa.edu for assistance.
